The Market

The UAE is the Exception to the Arabic-First Rule

Everywhere else in my work, the argument is that Arabic is underserved and worth investing in. The UAE is where I most often advise the opposite, and it is worth being explicit about why.

  • A majority-expatriate population searching in English. For a large share of commercial queries, English is not the secondary language — it is the primary one, and an Arabic-first strategy targets the smaller audience.
  • Genuinely mixed-language households and teams. The same buyer may research in English and ask an AI assistant in Arabic. This is where hreflang and locale architecture earn their cost.
  • High commercial value, high competition. Unlike Saudi Arabia, the UAE has attracted serious international SEO investment, so the easy wins are fewer and technical quality is the differentiator.
  • Dense local intent. Emirate-level and district-level queries matter — Dubai Marina and Abu Dhabi are different markets, not one country.
  • Health regulation sits at two levels. Federal (MOHAP) and emirate-level authorities such as the DHA in Dubai, which affects what healthcare brands can publish and where.

The Decision

English-First or Arabic-First UAE Sites

This is the question I get asked most about the UAE and the one most often answered by assumption rather than evidence. The honest answer is that it varies by category, and it is cheap to check before committing budget.

Healthcare and clinic services, professional services and B2B skew heavily English in the UAE. Consumer retail, food, family services and government-adjacent queries carry far more Arabic demand. Within a single business, some clusters justify Arabic pages and others do not.

Building the full Arabic tree before checking is how sites end up maintaining a second language that serves almost nobody. Checking first is a week of research. See Arabic and international SEO.

Clients

Where My SEO Services in the UAE Have been Used

Healthcare — Physiowell Dubai and Dr. Dolittle Dubai. Clinic-level local intent, English-dominant search, and health-authority constraints on what may be claimed.

Food and beverage — Texas Chicken UAE, working within a franchise structure where the brand assets are set internationally and the local search opportunity is not.

Retail — Damas.

Alongside these, the multilingual architecture work that a mixed-language market requires: hreflang across locales, duplicate control between regional variants, and deciding per cluster which language a page should exist in at all.

Questions

Questions from UAE SEO Clients

Should our UAE site be in English or Arabic?

It depends on the category, and it is worth a week of research rather than an assumption. Healthcare, professional services and B2B skew strongly English in the UAE; consumer retail, food and family services carry much more Arabic demand. Within one business, the answer often differs cluster by cluster.

Do we need a separate UAE site from our Saudi one?

Usually separate locales rather than separate sites, but the UAE and Saudi Arabia genuinely are different markets — different language mix, different competition, different regulation. What does not work is one Gulf locale serving both.

How does emirate-level targeting work?

Dubai and Abu Dhabi behave as distinct markets for local-intent queries, and within Dubai, district-level terms carry real volume for service businesses. Whether that justifies separate pages depends on whether your service or pricing actually differs by location.

Do you handle DHA and MOHAP content constraints?

I work on content subject to them, alongside whoever owns regulatory compliance on your side. The health authorities decide what may be claimed; my job is making sure the compliant version is findable and quotable.

Is the UAE more competitive than the rest of the region?

Yes, noticeably. It has attracted sustained international SEO investment, so the easy structural wins are fewer than in Saudi Arabia or Egypt, and technical quality and content depth do more of the work.

Do you travel to the UAE?

For workshops and stakeholder sessions where it is worth it. Routine consulting runs remotely, and the working week overlaps almost entirely with Cairo.
